The mining sector has unique characteristics for consideration when developing provisions in Resource Management Act (RMA) plans. Most importantly, minerals are location specific. Deposits occur in very few places and mining can only occur where they exist. Where mining occurs, it earns a high return from a small footprint and is almost always the highest value use of the land by comparison with other land uses.
